Fair Seas is inviting tenders for a consultant to lead a strategic report on the governance and implementation of Ireland’s marine Natura 2000 sites.

Despite being legally designated, many of Ireland’s marine Special Areas of Conservation (SACs) and Special Protection Areas (SPAs) lack robust management plans, monitoring, or enforcement. This undermines both ecological outcomes and Ireland’s ability to meet its EU and global biodiversity obligations.

 

This report will provide:

  • An assessment of Ireland’s performance on marine Natura 2000 sites
  • A benchmark against EU legal obligations and best practices
  • Identification of barriers and opportunities for reform
  • Evidence-based recommendations for stronger governance and protection

 

We are seeking a consultant with expertise in marine policy, conservation law, or environmental governance to deliver this analysis.

Timeline to produce report: 8 weeks
Deliverable: A 20–30 page report plus recommendations
