1. Marine Protected Areas (MPAs): A Critical Step for Ocean Health
Ireland has committed to designating 30% of its waters as Marine Protected Areas (MPAs) by 2030, of which at least 10% must be strictly protected areas to ensure the greatest benefit to nature, climate & coastal communities. This move, aligned with the EU’s 2030 Biodiversity Strategy, is a significant opportunity to reverse biodiversity loss and strengthen ocean ecosystems. Evidence shows that strict protection of MPAs is essential for delivering positive biodiversity outcomes, making it crucial that the next government enforces this legislation effectively.
In the past, the state has struggled to manage its protected areas adequately. As a result, the incoming government must ensure that MPAs are implemented and managed correctly to boost biodiversity. Engaging communities, stakeholders, and local authorities will be essential in managing, monitoring, and enforcing these areas to achieve long-term success.
2. A New Ocean Environment Policy Statement
To streamline and enhance ocean protection efforts, the next government must prioritise the publication of an overarching Ocean Environment Policy Statement. Such a statement would incorporate various policy initiatives like the Marine Strategy Framework Directive, Common Fisheries Policy and the Nature Restoration Law, aligning government departments and promoting effective outcomes for marine protection.
The importance of this overarching policy cannot be overstated. By creating a unified approach, the government can ensure that restoration activities, habitat protections, and marine management efforts are coordinated, well-resourced, and effective. This strategic alignment would also support Ireland’s national and international biodiversity commitments.
3. Implementing the Common Fisheries Policy (CFP) for Sustainable Seas
A healthy ocean isn’t just about biodiversity—it’s also about sustainable fishing practices. The next government has the responsibility to fully implement the Common Fisheries Policy (CFP), which is critical for ensuring that Ireland’s seas remain productive and resilient. Despite previous commitments, successive governments have failed to rigorously implement the necessary measures within the CFP.
Fully realising the CFP’s potential can help end overfishing, facilitate sustainable practices, and improve conservation outcomes in offshore MPAs. This, in turn, will support both the health of our marine ecosystems and the economic viability of Ireland’s fishing communities.
